“Charity begins at home”. This egocentric principle appears enshrined as policy by countries that have control of the means of vaccination against the COVID-19 pandemic. But how to deal with a virus that does not recognize borders if we are merely satisfied with treating it each on our own?
It’s true that the European countries decided to confide responsibility to a negotiating entity for a collective sharing of resources rather than the “everyone-for-themselves” approach. The USA had categorically decided to ignore the rest of the world and, consequently, the West could not counter its geostrategic rivals China and Russia, who produced their own vaccines.
In August 2020, Vladimir Putin, announced that Sputnik, the Russian vaccine against COVID-19 was operational and effective. It would Russia to counter Western primacy wherever possible. The strategy was to choose destinations with the potential to achieve the most favourable media impact, like San Marino, a tiny principality in the centre of Italy and a population of 7,000 people, all vaccinated with Sputnik - a small number producing maximum impact.
Awareness was growing in the West, though, and the COVAX initiative was launched whose aim is to vaccinate 20% of the populations of lower income countries. But the effort remains insufficient. The COVAX initiative reveals the vaccine egocentrism of the West, the commercial opportunism of BIG PHARMA, and the self-serving geostrategic games of Russia and China. All of this contributes to the perpetuation of the pandemic.
The objective of this film is to respond to the need to understand the state of global geopolitical play in the context of the current health crisis. We have thus decided to focus our attention on the COVAX system, its donors, the health and political authorities in the US, the EU and Russia, to better understand, on the ground, how new international relations are formed.
