10 new countries have joined the European Union in May 2004. We went to meet the inhabitants and, above all, the artists of seven of the capitals of these countries, looking at “culture in the making” and exploring the artistic scene of the major cities in : Poland, Hungary, the Czech and Slovak Rep., Latvia, Slovenia, Cyprus and Malta. How has artistic expression evolved between the new freedom for some and liberalism ?
